Dog Ate The Ordinance ... Again?
Folks, this is really getting OLD.
Our new "open and honest" government has failed us again. Let's look at that agenda packet for next Tuesday's Meeting (7 July 2009):
12. ORDINANCES - SECOND READING: #2009-006 - an ordinance amending Chapter 2, Article V of the Anderson County Code of Ordinances pertaining to Purchasing; and other matters related thereto. PUBLIC HEARING (no time limit on public hearing) - Chairman Eddie Moore (alloted 14 minutes).
In the 67 page packet (67 pages by count in Adobe Acrobat), you will find anything and everything EXCEPT FOR the ordinance.
Here are a few questions for our open and honest (pardon me while I try not to die laughing) government:
1.) How is it we are now at a second reading on revamping how the county handles purchasing, yet we have yet to see a copy for review?
2.) How can the public, let alone council, properly review this ordinance in a timely manner before the Tuesday meeting (as I called my CC member this morning and he has yet to see a copy of the ordinance).
3.) Can we stop with the "in name only" readings? This process MUST stop. It basically eliminates one of the readings. If tinkering with the laws of Anderson County is important enough, then by God the current council should have the decency to put their changes to paper and make them public in a TIMELY MANNER and not hours or a handful of days before a meeting.
4.) Mr. Moore and Mr. Burns: Did your dog eat the ordinance ... again?
This is huge folks.
Friday afternoon ... no copy of the ordinance available to the public or to the council that is to vote on it.
Mr. Moore - how honest are you, really? Mr Burns - is this any way to run a county government?
On the eve of Independence Day, we are far from free of the tyranny of our sitting council.

Ordinance No. 2009-006 is not available on the County Web page. However, a hard copy of the ordinance is available.
The ordinance, which pertains to purchasing, is a 10 page document, which practically allows the County Council to micromanage the purchasing process. All purchases of $1,000 or more will include the notification and involvements of Council members.

So, can you or anyone else elaborate as to why these 10 pages, arguably the 10 most important pages of next Tuesday's packet, were left out? Someone too lazy to scan them in? Someone not want to share the details of the 10-page document?
Honestly, I believe there is information in the 10-page document that is controversial enough that CC does not want it out until the last minute.

I am confused. Does state law require that all proposed ordinances be downloaded to the internet? I can't find anywhere that this is required. Also, I think it has to be available for the public to view. That is what I found. If it is available, I assume you can go get it on Monday.
If your councilperson has not read it, I am not only shocked, but appalled. That is terrible. Especially since it is the second reading. By all means, call your councilperson back and demand that they read the ordinance.

I’m not sure why this ordinance was not scanned into the packet. However, the packet as a whole does require much improvement. Most agenda items don’t have corresponding information in the packet. So, since the Council does intend on being more honest and transparent, I hope they will begin by making the packet more organized, reader friendly, and complete.
Holy cow, do they not realize how many needed purchases are over $1,000? There could be hundreds and hundereds per month. Does this mean department heads have to wait every two weeks and get the blessing of the County pope before they can buy something??? This is your moore-onic five telling the department heads and division directors that,"we don't trust you", and "we know we can run your department better than you." Hell, let's just fire all of the department heads and replace them with the moore-onic five and cut out the lying, thieving, embezeling, worthless, do-nothing, county employee middle man.
They are saying that no county employee can be trusted, not Burns, not Hopkins, not Carroll, not Wyatt, not even the new administrator of their choosing. Here's a good meeting to make an offer to a potential administrator..."We love you, we want to hire you, you'll be great for this county, but we don't trust you as far as we could throw you. What do you say? Wanna come work for us"?

The Council’s attempt to micromanage the purchasing department, and the budget as a whole, is not only unwise, but simply impossible. The Council should set the vision, hire the best Administrator, and trust our professionals to do their job.

Hang on now. You're both getting ahead of the "cart" here. I just want to see what will be voted on for Second Reading prior to Tuesday Night at 6pm. By prior, I don't mean a supplemental copy to the packet, made available at 5:30pm the night of the meeting.
If you insist on racing ahead, micromanagement is the smallest problem, I assure you of that.

hey stupid, you seem to be out of the loop, I thought from most of your post your head was fully emplanted up your or at least one of the council members back side! How can some one so self aware of all the counties stuff, be so left out on this issue? Has some one used M&M to purge you out?

I am keenly aware of the ordinance and what is involved with it. I'd like the simple questions I put forth in my original post answered. There is NO EXCUSE for failing to include this 10-page document in the package.
I thought we were all for 100% open and honest government - not 90% open and honest government.
We can keep playing games and putting for silly statements like "I don't see where the law says x or y" or "blah blah blah," but I would ask why. Why can't we or better still, why won't CC publish this ordinance well in advance of the meeting?
Here's a teaser . . . this ordinance stands to ruin Anderson County for decades to come.

The people wondering what "all the fuss is about" are in many cases, once again, deliberately and disengenuously trying to divert attention and memory fromt he fact that for years they derided and criticized the same practices from the previous council.
As I have said now for years...if it was wrong then then it is wrong now...
but I believe it is even worse now, because they got elecetd (or re-elected) on platforms based on saying that the "other guys" were wrong..and breaking the law..for doing it..
they attacked, condemned, criticized, lied and whispered about the county officials and staff that had their fingerprints on these issues.
But now...suddenly it OK and normal???
Guess again....
Im still wondering what former practices, and which employee malfeasance led to these changes.
