Anderson County Council Meeting 7-07-09
The Agenda and Packet for Anderson County Council Meeting, 7-07-09, illustrate new dynamics in Council affairs, while they reveal the ever challenging circumstances. Among the questions and answers to be represented are the following:
· Ms. Michele Strange will make a presentation on “Tree City USA”, an award which Anderson County and City have received.
· The residents of Cheddar Community will make a presentation regarding accidents involving Ethanol.
Cheddar Community residents are opposing the closing of Lewis Drive to allow Greenville Western Railway Company LLC access to an ethanol storage facility. However the Railway Company has sued Anderson County and 105 residents of the Cheddar Community for interfering with their projects.
· Ms. Phyllis White, Executive Assistant to the County Administrator, has requested a place on the agenda for a presentation by SynTerra Corporation who are consultants for environmental assessments at the Toxoway/Riverside Mill site.
It is interesting to note that this project has started through the efforts of Ms. Gracie Floyd, who is not being mentioned in this presentation.
· Ms. Cindy Wilson will make a presentation on the Pros and Cons of Illegal Immigration.
While Ms. Gracie Floyd has brought the issue of Illegal Immigration to Council, as her pet project, apparently Ms. Wilson believes that debating the issue is not Ms. Floyd’s exclusive right.
· Mr. Tom Allen will present the latest update of State Law on Illegal Immigration.
The State is in the process of introducing regulations on Illegal Immigration, which will eventually make all employers, small and large, required to E-verify every employee they hire. Violation of the Law will lead to fines and loss of business licenses.
· Chairman Eddie Moore will present an ordinance to amend County Purchasing Procedures.
Among the amendments is the following: All bids shall be kept secure and unopened in a locked bid box or safe. The bid box shall have two (2) locks. The Chairman of County Council or the vice chairman shall have one key and the county administrator shall have a separate key. All bids shall be opened publicly and tabulate in the presence of the county administrator and the chairman of County Council or the vice chairman.
Wonder how long that will last. When you are as important as they are, i imagine it will be hard to get them both to show up for something so routine and mundane as a bid opening.
BTW..did anyone ever allege that county employees were mishandling bids previously? This action is one that clearly says that was the case.

Amending the purchasing procedure to allow the Council greater control of the process, though well intended, will be perceived as lacking sufficient trust in the Purchasing Department. In addition, properly auditing the work of the Purchasing Department requires the skills of a professional auditor; it is not the job of amateurs. Furthermore, micromanagement of all County purchases by Council will inevitably lead to politicization of the process.
