I smell large government waiting in the wings . . . large central government and strong centralized control. Which, by the way, goes along with Bryant's crusade to rid the state of the 1895 Constitution.
Small government and less taxation, my butt. The line between reform and good 'ole boy politics just got blurred a step further.

So..Kevin wants to create more beauracracy. First it was the "Department of scanning all documents"...and now its the "department of watching who is taking water". Do you get water credit if you take a leak into the lake?
Also.. I wonder if Sanfords Father-in-law (who sanford hand selected to sit on the Beaufort water and sewer Commission) stands to gain from this, since his entity would then control water in Beaufort county...
