Noooooooo, I can find the date where the design was discussed. You have yet to offer a date when the design was openly discussed before this new council took over. They may have happened but you keep saying they did and can't provide a date. At least the Minutes will state when the first meeting was held when Moore looked at the plans and asked for the specifics. I never did ask anyone what the cost to replace the filters was and how often that needed to be done. SSHM, you're all knowing, what are those costs?

I'd say the costs are slightly more than that of a used bread box. winkdevil

See Opie that's the issue . . .
If it was a committee meeting, a specially called committee meeting, or anything other than a regular council meeting, you are hard pressed to find actual written or electronic proof that those meetings ever occurred.
Isn't that a violation of the law? Section 30-4-90, I believe .... hmmm ....

Nope  No Quorum--No meeting--No requirement for minutes  Section 30-4-20 (d)

... unless, of course, it involves a quorum of a committee (i.e., two of three members of a committee meeting to specifically discuss issues before that committee.) In that case, it IS an official meeting that requires official minutes.
Just an observation. Don't let me throw any monkey wrenches into the discussion.

true, but still no violation.  The law requires the minutes to be made available.  When have they not?

And for the eternally confused on this subject all seven Councilmen can be in attendance at these meetings as long as they are not participating. Just being in the room together does not a meeting or quorum make. If that were true, all those "workshops" are illegal. I know, too difficult to grasp.

I still do not have an answer to the question, when were the meetings held, re: the shelter design, prior to 2009 and who was the committee chair? When were the plans put on-line in 2008 for all to see? Anybody?

I haven't see the minutes from the various committee meetings, either online or posted on a community board for review.

This will be the first council in the history of Anderson County Councils to not correctly document every meeting - to include committee meetings (as they are public meetings).

Again SSHM, post the links where the 2008 committees, the meeting dates, and the minutes were posted "online ... like they should be". LOL

You can go to council minutes on the website and follow the link at the bottom to the archived minutes.  There are minutes of full council meetings only for 2008 & 2005 and earlier.  There are NO minutes there for 2007 or 2006.  Could you give me the link where you are accessing the committee meeting minutes?  Thanks.  (By the way-you need to go after the previous councils for not posting 2007 and 2006!)

Hello everyone!

The following is an updated picture of the colt foaled by #39. If you will remember #39 is the mare found abandoned in Belton, SC. The colt's birth weight was well under normal however we are pleased to show everyone he is catching up. We believe that the colt will shed out as a buckskin in color. He will most likely be small in stature but his personality will make up for any lack of size. We hope to move both mare and colt to their new adoptive home in the next couple weeks.

I want to thank everyone who donated so generously. Without the work of The Sheriff's Office, Dr. Stafford, Dr. Beretta & Equitox this little guy would not have had much of a chance to make it.

Regards,
Nicole Walukewicz

Hello everyone!

This morning Mr. Moore was on the Driver Show and I asked via an the Internet if he had received the answers to the questions he asked in the last meeting I attended on this subject. He answered in the affirmative. He also stated that the plans have been sent to UGA for comment, which is a great idea as they have a large clinic and have barriers in place to prevent the spread of infectious diseases. Mr. Moore did say that the new Animal Shelter was moving forward. He indicated some changes or modifications had been made to the plans but did not expand on what changes were made.

Stan Welch asked if there is to be a facility for large animals included in the new shelter project. Mr. Moore stated because of South Carolina State Law an "animal shelter" can only house cats & dogs. It is unfortunate and short sighted on the part of those who wrote the law to have used such restrictive language. The shelter has previously taken in chickens, bunnies, snakes and I believe last time Michelle Dodd addressed the County Council she mentioned goats and a donkey. If the shelter has to adhere strictly to the South Carolina Code of Law what will happen to the other animals they have helped in the past? Other than cats and dogs a shelter should accommodate the top pets in the nation including, Ferrets, Hamsters and Guinea Pigs, Rabbits, Reptiles, Birds, Mice and Rats, Pot Belly Pigs and others I fail to remember. The South Carolina Laws do not allow for the abuse or neglect of any animals be it "pet" or livestock yet fail to address what is to be done with the other animals once they have been seized. This is a problem that the state of South Carolina will have to address, it is not a county matter. It seems there is no restriction on the Sheriff's Office having a facility to address the animals the shelter. There also seems no restriction on the Sherrif's Office utilizing the property bought where the new shelter is planned to be built. Requiring two facilites in each county adds an unreasonable financial burden on the counties given these laws are unfunded mandates.

So while the news is good for the county cats and dogs, this adds a burden to the Sheriff's Office about where to house all these animals when previously they had only been concerned with large animals. It is an interesting problem to say the least. I look forward to a lively debate here on the ATZ.

Regards,
Nicole Walukewicz

SSHM, why do you persist in posting inflammatory half true statements? This council may be behind on posting committee minutes, which by the way are not required to be posted, simply available on request by the public or media. But the reason they are behind is that they have committees and therefore, meetings. The previous two Councils, at least, chose to appoint one or two committees at most, and the only time they met was to buy out Joey. Ergo, no minutes.
By the way, have you tried to find the minutes of the two personnel committtee meetings chaired by Ron Wilson just before the buyout?
You can spin and lie all you want. This Council has held more open meetings, committee and full council, more open workshops and received more public input than the last five councils put together.
Joey Preston and his Councils? Two budget workshops a year, MAX! Results? Increases in subsequent budgets of as much as $25 million a year. Eight budget workshops by this Council. Results? Eleven million in budget cuts.

REMINDER FOR HORSE OWNERS - EIA cases found in coastal GA area.

http://www.wsav.com/sav/news/local/article/2_long_county_horses_infected_with_eastern_equine_encephalitis/15320/

From the WSAV web site -
By Tuquyen Mach

Horse owners in the Coastal Empire should be on alert, after two animals in Long County are diagnosed with Eastern Equine Encephalitis.
Officials from the Coastal Health District say the two horses were not from the same farm, and both have been euthanized.
Norwood Stables in Savannah cares for about two or three dozen horses throughout the year.  Co-owner Linda Brown says they take extra steps to protect their animals against illnesses like EEE.
“We have the vet inoculate twice a year for all the mosquito diseases,“ she said.
Brown said they check health certificates for all animals that come to their stables. “It’s very important to know that they’re healthy as they’re coming in, because you don’t want your horses that are healthy exposed,“ said Brown.
They are also careful about standing water so mosquitos can’t breed. “All our horse troughs are dumped everyday,“ she said.
Health officials say EEE in horses is fatal 70-90 percent of the time.
Epidemiologist Robert Thornton with the Coastal Health District says the disease is preventable, so owners should have their horses vaccinated.
“When you think about humans, you know, we’re indoors and outdoors. But animals, in particular horses, spend a lot of time, much more time than humans, outdoors, so they’re more vulnerable to mosquito bites and thus more vulnerable to mosquito-borne illnesses,“ said Thornton.
Horses aren’t the only ones that need protection from the virus.
“The disease in horses is it lets us know as a surveillance mechanism that the disease is present in the area, and therefore humans should take precautions,“ said Thornton.
Humans cannot get the disease from horses, but you can get it from mosquitos. A Beaufort County child died of the disease in August 2007.  Even though there is a vaccine for horses, there is no vaccine for humans.
To protect yourself and your family from mosquitos, health officials want you to remember the 5 D’s.
• Dusk – Mosquitoes carrying West Nile Virus usually bite at dusk and dawn.
• Dawn – Avoid outdoor activity at dusk and dawn if possible. If you must be outside, be sure to protect yourself from bites.
• Dress – Wear long-sleeved shirts and pants to reduce the amount of exposed skin.
• DEET – Cover exposed skin with an insect repellent containing the chemical DEET, which is the most effective repellent against mosquito bites.
• Drain – Empty any containers holding standing water because they can be excellent breeding grounds for virus-carrying mosquitoes.

Hello Everyone,

The following was in today's Independent Mail.

http://www.independentmail.com/news/2009/jun/24/timber-cutting-clemsons-simpson-farm-upsets-local-/

For the members on here who ride Fants Grove, this began last year with no associated story. The loggers left the usual mess on the ground. Last time I rode there I saw no signs of replanting. It is unclear if the harvesting of wood was to increase pasture or bring in revenue to a department that has lost significant funding.

Someone who rides in the 5 Forks area, please post if I am incorrect about this but I understood Simpson Station had been closed to riders late 2007 - early 2008 when the fencing project began. Is that true?

Thanks for any updated information on this subject in advance.

Nicole

the-queen,

Yes part of it is around Fants Grove trails. You can wind yourself through several areas where they timbered. The trails seem to become faded but the vast majority of the woods are still intact. I just wondered if this is part of the same project or simply harvesting timber. If you come along Fants Grove Rd. you can see where the logging trucks and some row timbering have taken place. I think by Seed Orchard Lane area has some as well. It all looks different on horseback than on a map. I know that isn't too precisie.

I understand.  It makes me absolutely ILL that this area was cut.  The area was magnificent, and riding through there on my sweet TN walker Dixie Chick is a trip to near-heaven.  I think that the persons responsible for approving this were NOT working in the best interest, long-term, of Clemson University or of the taxpayers who have been paying for all of Clemson's programs.  Right now, if President Barker needed my vote to buy a box of paperclips, I would tell him to go fly a kite.   (actually, a much different phrase, but I do not like to talk like that very often.....)
