Unsuccessful Wannabe (Skipper’s Days as Investigations Captain)
John Skipper offers himself to the citizens of Anderson County as “accountable, responsible leadership” for the Sheriff’s Office. Exactly what does that phrase mean? Well, it means a leader who answers to the people. (Excuse me for not defining the words “accountable” and “responsible” individually. I opted not to insult your intelligence because the words have the same meaning. - It makes one look impressive to use catchphrases. Most people, however, don’t use words that are synonymous.) Since John wants to be answerable, let’s take advantage of that and ask about his leadership (or lack of) during his tenure at the Anderson County Sheriff’s Office.
Hmm… where shall we start? I know. We’ll start at his arrival as Captain of Investigations. John assumed that position when Gordon Eugene Taylor took office as sheriff in 1989. Taylor reached outside Anderson and selected Mike Temple to be his Chief Deputy. (Temple, you may remember, passed away in federal prison where he was serving time for bank robbery.) The new chief and future felon brought his close friend, John Skipper, with him and gave him a captain’s job. Until then, John barely had two years experience as a supervisor with the Richland County Sheriff’s Office. According to his resume, he was promoted to Investigations Lieutenant from Investigator in 1986. He managed to keep that supervisory job until 1987 and then was transferred to “assist” an Administrative Captain. (It appears he couldn’t keep a position of authority for more than a year. He went from Commander to Assistant of a Commander. Just food for thought.)
When John settled in to his job, he showed his staff how it felt to be micro-managed. He dabbled in about every case that was assigned and routinely countermanded his subordinates’ decisions and authority. He, instead of procuring advice or help, barked out orders and attempted to rule his division through fear. (Talk about boosting morale!) According to some former subordinates, he was high strung. Stories abound of him excitedly jumping around and making erroneous decisions when he was in way over his head. He was called a “know-it-all,” “smooth-talker without merit” and a “happy incompetent.”
Case in point: In 1992, an arrest warrant was issued for Theresa Ann Moore charging her with Murder. She was arrested downtown at the square when she reported to the Probation Office. There is nothing wrong with doing that… it’s done all the time. You just can’t say that you arrested a person on probation or parole during trial in which that person is a defendant. It may influence the jurors to cast a guilty vote because the defendant was already a “criminal.” John was told this by the Solicitor’s Office. He argued with the prosecutor and maintained that he could “get away with it.” And what did he do when he got on the stand? That’s right, “Know-it-all John” told the jury she was arrested going to see her probation officer and caused an immediate mistrial. In another Murder case, a former prosecutor wrote a letter to Sheriff Taylor citing John’s ineptitude and vowing never to work on a case in which he was involved.
Let’s switch gears and see how high John was held in esteem at the office. At the time John was Investigations Captain, the Narcotics Unit was under his control. No, that’s not right. The Narcotics Unit fell under his division. It was definitely not under his control. The narcs had no respect for him. It was not unusual to hear John being cursed out by one of them. Former deputies recall that during this period, when the narcs were housed in a mobile home behind the sheriff’s office, loud cursing could be heard at the rear door of the office. The source of the screaming was one of the narcs giving John a piece of his mind. The deputies at the door stared in disbelief as Captain John cowardly walked away with his head down as obscenities were levied at him.
There is another time when the lack of respect was blatant. It was when one of John’s investigators made him cry. I understand that some things may make a man cry (a death, his daughter’s wedding, maybe a sad movie like “Old Yeller”), but backtalk from a subordinate???? Come on.
With John’s aptitude and ability called in to question, Sheriff Taylor removed him from the Criminal Investigation Division in 1996 and placed him over the Training/Aviation Unit and Records Section. (By the way, this occurred when the prosecutor sent the letter citing his incompetence.) The common thought at the time was “What can he mess up there?”) In this position, John supervised four deputies, a paid chaplain, a secretary and four records clerks. This was his “command” for the remainder of his 16 years at the office. (I know… in the Sheriff’s Forum on May 29 he said that he’d been there for 17. Four - 4 year terms is 16. 1989 – 2004. At first, I thought he was incapable of adding then I figured he was fudging a little. There’s nothing wrong with just a little fudging huh, John.)
Let’s get back to being answerable. After reviewing all the facts, I’d like John to answer to these questions:
• Why were you unable to keep a command at the Richland County Sheriff’s Office?
• Where did you receive your Master’s Degree in Micro-Management?
• Do you ever plan on asking others for advice and guidance, or do you still think you know it all?
• Can you respect yourself when others don’t respect you?
• What did you do with your copy of the letter written by the prosecutor who refused to work with you?
• How do you expect to lead an organization of 300 when you haven’t been able to lead more than 10?
• Should you change your slogan to read “Ineffective, unsuccessful Wannabe?”

Y'know, I've been meaning to comment on that. If SSHM and Buster really believe that Ms. Wilson and Mr. Waldrep have no power because they are in the minority on most issues concerning open government and accountability, and that WAIM only has 6 listeners, then why do they relentlessly make personal attacks on them? Why not just ignore them?
I mean, after all, 5-2 is a comfortable majority, right?
Those two have probably spent more posting about them than the rest of the Cockleburians combined. It smacks of fear, or desperation, to me.

It's so funny that if someone points out Skippers flaws then they are obviously buddies of Crenshaw. Can Skipper supporters not handle the truth? No one is saying that Skipper is a bad person. It just appears that he has never handled an authority position very well and he might not be the right sheriff for Anderson County. Skipper said himself during the debate that even he cannot promise that he will never go overbudget. While speaking with a group of people he also stated that he wanted to get smaller cars to save money on fuel.. Anderson County cant afford more cars. If Skipper couldnt handle his previous jobs very well, how in the world can he handle being a sheriff?

String I know a lot of people that not only supported Crenshaw last election, but some that work for him yet. Almost without exception they are voting for Skipper this time. I, along with my extended family all voted for Crenshaw the last time. It will not happen this time.
I know that anything is possible when you go behind the voting curtain. But there seems to be a movement of a lot of former Crenshaw supporters to Skipper. Only time will tell!

After reading the original and subsequent postings, I'm willing to throw in my two cents. The points that were raised were valid and not as malicious as I have seen in other political forums outside this. Instead of focusing on whether or not the poster "is in the Crenshaw camp," I think the focus should be on the allegations. No offense, but I do not want a Sheriff that will cry because someone yells at him. To me, that is a show of ineffective leadership. I have yet to see, in my many years, anyone who would follow, or take seriously, a Weeping Willy.
I know Crenshaw has taken some hits during his administration. No offense, but that is what happens to people in public office. They become the face and the focal point of everyone's frustration. Since it is physically, mentally and spiritually impossible to please everyone, one can hope that their Candidate will do the best with what he has. I feel Crenshaw has done that. Yes there have been hiccups, but Crenshaw has reacted swiftly and publicly to ensure issues were addressed and the Office moved forward.
When looking at a Candidate, one cannot focus on who is the most likeable, who wears the best cologne or even who puts their left shoe on before their right. The Candidate that is the best choice is one that handles adverse situation swiftly, has successful experience in leadership and is not afraid of being yelled at by the public or their staff. Frankly, Crenshaw has more of these going for him than Skipper.
I've met Skipper and he's a really nice guy, but I just don't feel he is the man for this job. By the way, just so there is not any confusion, I don't work for the Sheriff's office. I'm not a contributior. I don't even have a sign for either candidate in my yard. However, my voice is just a strong for Crenshaw. For those voting for Skipper, while I respect your right to your opinion, please make sure you have all the facts about both candidates and not base your decision on what's in it for you.

Here are the "FACTS" as I am aware of....
Fact: His claim to fame while running was "doing more with less". Anyway you spin it, his main promise was broken. No two ways about it.
Fact: Crenshaw bought himself and his sidekick fully loaded full sized SUV's with iin the first day or two of having the checkbook. This without taking bids, or looking for less than fully loaded. This without having his "arms around" the budget. Why does he and Black need DVD players in a vehicle?
Fact: Crenshaw stated 4x4 SUVs were needed to investigate meth labs, However, neither he, nor Black investigates meth labs. As a matter of fact, neither can lawfully be in a meth lab scene. Also a fact, the investigator who did investigate meth labs drove a 2 wheel drive.
Fact: He did NOT give every deputy a chance to "embrace his philosophy of law enforcement". It is a straight out lie to state otherwise. (As was said during the debate.)
Fact. He made the decision to hire, and appoint Busha as his second in command. Shall we go into all the mess Mr. Busha created. Suspended DL, stings, barging in a radio station and shooting his mouth off, conducting himself as an armed law enforcement officer, when in fact he did not have the qualifications. Threatening to fire the whole ACE team. etc,etc,etc. Also, how many other supervisors he has promoted, or hired, been fired after he took office? Anyone know? How does that show his judgement.
Fact: Has an enormous turnover rate each year he has ran the show. I can't think of a better sign of poor moral. Spin it as better pay or what have you. The pay did not go down since he took office did it? If so, then maybe money would have been better spent on other things than those hats and SUVs.
Fact: Sank the county's new boat due to just plan out not knowing what he was doing. I guess he didn't "embrace the philosophy" of bouyancy. Again, trying to do a job while not having the proper qualifications, or training. Thank goodness they never made it out on the lake. Someone could have lost a life.
Fact: ordered new hats and other equipment, when most of the equipment was still in very usable condition. Again, while still trying to get his arms around the budget.
Fact: Went over a million over budget after being warned he was about to, and then acted surprised.
After this, had the gall to ask for even more. (bounce a check at Walmart, then ask them to give you more goods. Let me know how that works out for you)
Fact:Called law enforcement officers gypsies. What a slap in the face to those who serve for the good and not the power, and SUVs.
Fact: Had a command staff officer crash a motorcycle he could not lawfully drive, and then "promoted" him. (Of course those dang traffic laws are not something taken very seriously at ACSO, unless your not command staff. Let's see, during the same time, the two highest ranking law officers in Anderson county could not lawfully operate a vehicle.
Fact:Allowed all officers at the ACSO to be threatened with termination for not having proper DLs, at the same time he in fact didn't have one. Then he FAILED the same driving test every teenage, brand new driver, is expected to pass. Now say it was an honest mistake. Then how could any citizen of Anderson be given a citation for driving with no SC DL, when the very Sheriff did it for over a year. If it's an honest mistake anyone could make, and therefore no big deal, how could he allow his deputies to be threatened with the jobs that feed their families for that exact thing? Either it's a big deal, or it isn't. You can't make it a big deal for them, and not for him.
Fact: After over three years Crenshaw states he is STILL trying to get his arms around the budget.
Fact: Now his claim to fame is response time, and number of deputies. Now we are seeing that all these numbers he has been giving are coming under fire. However for the sake of argument we will say all of it is 100% true. Of course response times will go down if you add more deputies. Of course if you ignore your budget you can hire more deputies. Anyone can pull that feat off. Now, what happened to the "I can do more with less". Give me, or anyone, an open unlimited checkbook and we could put a deputy at every house in Anderson, and one to follow every person around. The job was to do it within the guidelines. If you make up your own rules you SHOULD always play the game better.
Fact: Blame anyone you want about the budget, it was Mr Crenshaw who stated he was an officer, not an accountant. This is coming from a man who for the prior 10 years or more had run a store, NOT been an officer.

I have not "researched" a lot of other things I believe to be true, as I don't have the time. I also know that no matter what facts are put out there, it's not going to change the peoples minds who post here. I don't recall ever hearing anyone on here say "you know, your right, I never thought of that. I'm glad I had you to point that out. I'm going to change my vote now. The only thing I can do is put out some "FACTS" to let those who are still undecided......well, decide.

Give me, or anyone, an open unlimited checkbook and we could put a deputy at every house in Anderson, and one to follow every person around. The job was to do it within the guidelines. If you make up your own rules you SHOULD always play the game better.
Fact: Blame anyone you want about the budget, it was Mr Crenshaw who stated he was an officer, not an accountant. This is coming from a man who for the prior 10 years or more had run a store, NOT been an officer.
Now any of these "FACTS" that anyone wants to correct me on, please do. (As if that needed to be said. LOL)
I'm not throwing out rumor, nor things I've heard, but don't know about. I'm also only putting things I can think of off the top of my head. I have not "researched" a lot of other things I believe to be true, as I don't have the time. I also know that no matter what facts are put out there, it's not going to change the peoples minds who post here. I don't recall ever hearing anyone on here say "you know, your right, I never thought of that. I'm glad I had you to point that out. I'm going to change my vote now. The only thing I can do is put out some "FACTS" to let those who are still undecided......well, decide.

What Crenshaw says in this article is true. It is the citizens who suffer when the requested budget isnt approved. It is not necessary to turn his words around on him as if to say the safety of citizens is not important to him. If that were the case and safety was no concern then he wouldnt have worked so hard to improve the sheriffs dept. I could also really careless that a few of you think that personal experience with the sheriffs office isnt factual enough because it speaks volumes in my opinion compared with numbers on a sheet of paper.

Nah not really.. Personally I think if you look at the facts about both candidates, it should be easy to see who is capable of running the SO. Sure Crenshaw has made some mistakes but he does seem to handle being an authority figure very well unlike the other candidate. A man wh cant sucessfully manage a few men is not likely to be able to manage a whole dept.

Let me first apologize for this post being so long…
Franklin D Roosevelt had 2 very large campaign promises in 1932 and 1940 – to maintain balanced budgets and to decrease government spending by 25% and in 1940 to keep the US out of World War II. Those promises were broken and FDR spent four terms in office.

Although I have seen these two vehicles you are referring to around the county, I haven’t been inside of either, so I cannot comment as to whether they have DVD players and are fully loaded. Have you been in them? I do know that vehicle manufacturers, as well as many local car dealerships, work with law enforcement and other government entities and provide vehicles to them at rock bottom prices.
I have been searching all morning, and I haven’t been able to find where Crenshaw said 4x4 SUVs were needed to investigate meth labs. It’s my understanding that all the narcotics investigators have some sort of truck or SUV, and that was the case when Taylor was in office.
I haven’t been able to find anything on this either other than what has been brought up on this board. All I can say is if those that weren’t given a chance to “embrace his philosophy” acted anything like some of the people on this board during the 2004 election, I wouldn’t want them working for me either!
I don’t know the answer to your question on supervisors. From what information I can gather on Mr. Busha, he was in law enforcement for many years, several of those at the Anderson County Sheriff’s Office. He also worked at the South Carolina Criminal Justice Academy and was over the Criminal Justice Program at Tri County Tech for several years. His background would have made him a strong candidate for Chief Deputy. He is gone now and has been for a while. Although he resigned, as several have pointed out, did it ever occur to anyone that Crenshaw might have given him an opportunity to resign rather than firing him? That is done all the time in all sorts of businesses. People meet behind closed doors, tell someone they can resign or they will be fired. In such a situation I would rather resign than be fired to save myself as much professional face as possible. His judgement couldn’t be any worse than this…

Former deputy charged in bank robbery, chase
COLUMBIA -Federal authorities have charged a former chief deputy in Richland and Anderson counties with robbing a bank and pointing a gun at police.
Michael E. "Mike" Temple, 50, of Gaston robbed a bank in Columbia on Dec. 21 then pointed a gun at a police officer during a chase before his arrest, according to a statement from police.
"I'm actually not all that surprised," said Anderson County Sheriff Gene Taylor, who hired Mr. Temple from Richland County when he took office in 1988. "When he was working here things began going downhill."
Mr. Temple's problems started in 1996 when his mother committed suicide and his father died of cancer, the sheriff said.

Police departments across the country are reporting increased rates of staff turnover. Many agencies are spending enormous amounts of resources on recruiting, selecting, and training new employees. At the same time, they are unable to make progress because they are losing experienced officers to other employers.
Even though the problem of turnover is approaching critical levels for many law enforcement agencies, the issue has not received as much publicity as it has in other professions.
Positive Side of Turnover
It should be pointed out, however, that having staff leave the department should not always be viewed as a bad thing. Staff turnover allows the department to spread the influence of its leadership, initiate greater change of the organization's culture, and replace ineffective and unethical staff.
Sounds like it’s not just Crenshaw having employees leave. What are some of the causes of this? Sure, some can be attributed to “difference of opinion” on the way things are run. Some will leave to go to a better paying department. Some will leave for a smaller department where there isn’t as great a workload. Some will leave for an opportunity of advancement within another department. Some will leave for a municipal department where they won’t have to deal with the political manure we’re experiencing right now and worry about their jobs every 4 years. Some will go to private companies providing security overseas at enormously high rates of pay. Some will move on to other career fields altogether.

I addressed this before… The Sheriff’s budget is based on the value of a mil. When the budget is set, the value of the mil is an educated approximation by the county auditor (or assessor, I’m not sure which) The actual true value of the mil is not known until all taxes are received which happens much later in the year after the budget is already in place. The Sheriff’s Office didn’t receive all the money they were budgeted to receive … by Council. http://www.andersoncountysc.org/web/Budget_01.asp#BudgetPres Year 2006 (page 74), the Sheriff’s Office was budgeted by the council to receive 13,584,410 but actually only received 11,686,195. In year 2007 (page 77), they were budgeted to receive 17,207,000 yet only received 16,790,248. In an interview with Keisha Foster of News 4, Crenshaw added that the vehicles were supposed to be part of a lease purchase program that was to run for several years. Preston instead took the money all in one year.

I know that put a big strain on my household budget, even when it went to 2.70 a gallon. I can’t imagine what it would do to a fleet of so many vehicles that stay on the road 24 hours a day 7 days a week
Let’s try the elementary math again. Let’s say each vehicle holds 20 gallons of gas. Let’s be optimistic and say each car gets 20 miles per gallon. That would be 400 miles per tank of gas. My husband works in a municipality where the square mileage is a little less than 6 square miles. When working 3rd shift, when the call volume is much slower, it was nothing for him to put 90-100 miles per 10 hour shift on his vehicle. With Anderson County being 777 square miles and the deputies working 12 hour shifts, let’s make an easy number and say they drive 400 miles per shift, on average.
In 2005, at 1.70 a gallon, that would be (20*1.70) $34 per vehicle. In 2006 - 2007, at 2.70 a gallon, that would be (20*2.70) $54 per vehicle. Now, in 2008, at 3.70 a gallon (20*3.70) that’s $74 per vehicle. I’ll be conservative and figure 10 deputies per shift for a total of 20 for the day. We all know there are really more to be considered such as deputies assigned to serving warrants, school resources officers and investigators, but we’ll make it easy and just use 20 as an example.
Minimal amount per year at 20 deputies –
2005 - $248,200
2006/2007 - $394,200
2008 - $540,200
Now, take the fact that the Sheriff’s Office didn’t receive the amount of money they were budgeted, the vehicles were paid off in 1 year instead of several and the fact that the price of gas for the patrol vehicles increased 59%, I don’t care WHO was in office, they would have been over budget.
See the portion above about turnover rates. I didn’t hear the debate, so I don’t know for myself that this really happened, but I’ll trust you on this… There are several definitions to the word gypsies, one of which is

I don’t know the circumstances behind this incident and neither do you… unless of course you were there to see it with your own two eyes.
No ordinary citizen would be ticketed for this violation UNLESS he/she were stopped for some other sort of violation therefore bringing the status of his/her license in question or he/she went through a seatbelt/license check point again bringing the status of his/her license in question. I can say from first hand experience that had that not happened, I would have been driving under an expired license myself. I never look at my license, and I haven’t been pulled over or gone through a checkpoint in years. Once I looked due to this instance, I remembered receiving a notice about it, but it was several months prior to when my license was to expire, and I never really thought about it again. I know several people personally that this has happened to, some of them have even admitted to such on this board.
Until gas prices remain consistent and someone can magically determine the value of a mil before taxes are paid, I don’t know what you expect. He hired a CPA to assist with the situation, and I had heard, but cannot independently verify, that captains and above voluntarily took a pay cut to assist in the situation. He has also come in under budget in subsequent years.

Former deputy charged in bank robbery, chase
COLUMBIA -Federal authorities have charged a former chief deputy in Richland and Anderson counties with robbing a bank and pointing a gun at police.
Michael E. "Mike" Temple, 50, of Gaston robbed a bank in Columbia on Dec. 21 then pointed a gun at a police officer during a chase before his arrest, according to a statement from police.
"I'm actually not all that surprised," said Anderson County Sheriff Gene Taylor, who hired Mr. Temple from Richland County when he took office in 1988. "When he was working here things began going downhill."
Mr. Temple's problems started in 1996 when his mother committed suicide and his father died of cancer, the sheriff said.
Fact: Has an enormous turnover rate each year he has ran the show. I can't think of a better sign of poor moral. Spin it as better pay or what have you. The pay did not go down since he took office did it? If so, then maybe money would have been better spent on other things than those hats and SUVs.- Former Cop

Police departments across the country are reporting increased rates of staff turnover. Many agencies are spending enormous amounts of resources on recruiting, selecting, and training new employees. At the same time, they are unable to make progress because they are losing experienced officers to other employers.
Even though the problem of turnover is approaching critical levels for many law enforcement agencies, the issue has not received as much publicity as it has in other professions.
Positive Side of Turnover
It should be pointed out, however, that having staff leave the department should not always be viewed as a bad thing. Staff turnover allows the department to spread the influence of its leadership, initiate greater change of the organization's culture, and replace ineffective and unethical staff.
Sounds like it’s not just Crenshaw having employees leave. What are some of the causes of this? Sure, some can be attributed to “difference of opinion” on the way things are run. Some will leave to go to a better paying department. Some will leave for a smaller department where there isn’t as great a workload. Some will leave for an opportunity of advancement within another department. Some will leave for a municipal department where they won’t have to deal with the political manure we’re experiencing right now and worry about their jobs every 4 years. Some will go to private companies providing security overseas at enormously high rates of pay. Some will move on to other career fields altogether.
Fact: Sank the county's new boat due to just plan out not knowing what he was doing. I guess he didn't "embrace the philosophy" of bouyancy. Again, trying to do a job while not having the proper qualifications, or training. Thank goodness they never made it out on the lake. Someone could have lost a life.- Former Cop
Actually, the boat was not sunk. The manufacturer lubricates the boat trailers for loading purposes. The boat slid off the trailer while backing down the ramp before it got to the water. Search the Internet. It actually happens to a good many people.

I can’t address this. I can’t find any information on it, and I don’t know what was ordered and why. I also can’t find what equipment was there and available.
Fact: Went over a million over budget after being warned he was about to, and then acted surprised.

I addressed this before… The Sheriff’s budget is based on the value of a mil. When the budget is set, the value of the mil is an educated approximation by the county auditor (or assessor, I’m not sure which) The actual true value of the mil is not known until all taxes are received which happens much later in the year after the budget is already in place. The Sheriff’s Office didn’t receive all the money they were budgeted to receive … by Council. http://www.andersoncountysc.org/web/Budget_01.asp#BudgetPres Year 2006 (page 74), the Sheriff’s Office was budgeted by the council to receive 13,584,410 but actually only received 11,686,195. In year 2007 (page 77), they were budgeted to receive 17,207,000 yet only received 16,790,248. In an interview with Keisha Foster of News 4, Crenshaw added that the vehicles were supposed to be part of a lease purchase program that was to run for several years. Preston instead took the money all in one year.

I know that put a big strain on my household budget, even when it went to 2.70 a gallon. I can’t imagine what it would do to a fleet of so many vehicles that stay on the road 24 hours a day 7 days a week
Let’s try the elementary math again. Let’s say each vehicle holds 20 gallons of gas. Let’s be optimistic and say each car gets 20 miles per gallon. That would be 400 miles per tank of gas. My husband works in a municipality where the square mileage is a little less than 6 square miles. When working 3rd shift, when the call volume is much slower, it was nothing for him to put 90-100 miles per 10 hour shift on his vehicle. With Anderson County being 777 square miles and the deputies working 12 hour shifts, let’s make an easy number and say they drive 400 miles per shift, on average.
In 2005, at 1.70 a gallon, that would be (20*1.70) $34 per vehicle. In 2006 - 2007, at 2.70 a gallon, that would be (20*2.70) $54 per vehicle. Now, in 2008, at 3.70 a gallon (20*3.70) that’s $74 per vehicle. I’ll be conservative and figure 10 deputies per shift for a total of 20 for the day. We all know there are really more to be considered such as deputies assigned to serving warrants, school resources officers and investigators, but we’ll make it easy and just use 20 as an example.
Minimal amount per year at 20 deputies –
2005 - $248,200
2006/2007 - $394,200
2008 - $540,200
Now, take the fact that the Sheriff’s Office didn’t receive the amount of money they were budgeted, the vehicles were paid off in 1 year instead of several and the fact that the price of gas for the patrol vehicles increased 59%, I don’t care WHO was in office, they would have been over budget.

See the portion above about turnover rates. I didn’t hear the debate, so I don’t know for myself that this really happened, but I’ll trust you on this… There are several definitions to the word gypsies, one of which is
A person who moves from place to place as required for employment, especially:
A part-time or temporary member of a college faculty.
A member of the chorus line in a theater production.
Fact: Had a command staff officer crash a motorcycle he could not lawfully drive, and then "promoted" him. (Of course those dang traffic laws are not something taken very seriously at ACSO, unless your not command staff. Let's see, during the same time, the two highest ranking law officers in Anderson county could not lawfully operate a vehicle.- Former Cop
I don’t know the circumstances behind this incident and neither do you… unless of course you were there to see it with your own two eyes.
Fact:Allowed all officers at the ACSO to be threatened with termination for not having proper DLs, at the same time he in fact didn't have one. Then he FAILED the same driving test every teenage, brand new driver, is expected to pass. Now say it was an honest mistake. Then how could any citizen of Anderson be given a citation for driving with no SC DL, when the very Sheriff did it for over a year. If it's an honest mistake anyone could make, and therefore no big deal, how could he allow his deputies to be threatened with the jobs that feed their families for that exact thing? Either it's a big deal, or it isn't. You can't make it a big deal for them, and not for him.- Former Cop
No ordinary citizen would be ticketed for this violation UNLESS he/she were stopped for some other sort of violation therefore bringing the status of his/her license in question or he/she went through a seatbelt/license check point again bringing the status of his/her license in question. I can say from first hand experience that had that not happened, I would have been driving under an expired license myself. I never look at my license, and I haven’t been pulled over or gone through a checkpoint in years. Once I looked due to this instance, I remembered receiving a notice about it, but it was several months prior to when my license was to expire, and I never really thought about it again. I know several people personally that this has happened to, some of them have even admitted to such on this board.

Until gas prices remain consistent and someone can magically determine the value of a mil before taxes are paid, I don’t know what you expect. He hired a CPA to assist with the situation, and I had heard, but cannot independently verify, that captains and above voluntarily took a pay cut to assist in the situation. He has also come in under budget in subsequent years.
Fact: Now his claim to fame is response time, and number of deputies. Now we are seeing that all these numbers he has been giving are coming under fire. However for the sake of argument we will say all of it is 100% true. Of course response times will go down if you add more deputies. Of course if you ignore your budget you can hire more deputies. Anyone can pull that feat off. Now, what happened to the "I can do more with less". Give me, or anyone, an open unlimited checkbook and we could put a deputy at every house in Anderson, and one to follow every person around. The job was to do it within the guidelines. David L. Crenshaw, former deputy sheriff, law enforcement administrator, and summary court judge seeks election as Anderson County Sheriff in the June 2004 Republican Primary.
Crenshaw, who currently serves as vice president for Crenshaw Electronics, a family owned and operated business in Pendleton, and as Pendleton Fire Chief began his law enforcement career in 1969 as an officer for the Pendleton Police Department.
Later, he worked 15 years at the Anderson County Sheriff’s Office rising through the ranks to become an administrative assistant to the sheriff. As administrative assistant, Crenshaw’s responsibilities included management, planning, budgeting, and acting as liaison to federal and state law enforcement agencies.
Eventually he became a summary court judge before retiring from that position after 28 years of service as a criminal justice practitioner.
Now any of these "FACTS" that anyone wants to correct me on, please do. (As if that needed to be said. LOL)
I'm not throwing out rumor, nor things I've heard, but don't know about. I'm also only putting things I can think of off the top of my head. I have not "researched" a lot of other things I believe to be true, as I don't have the time. I also know that no matter what facts are put out there, it's not going to change the peoples minds who post here. I don't recall ever hearing anyone on here say "you know, your right, I never thought of that. I'm glad I had you to point that out. I'm going to change my vote now. The only thing I can do is put out some "FACTS" to let those who are still undecided......well, decide.
