Every time the idea of responsibility for animals comes up *some person* comes in whining about the poor people, health care, etc. The poor people had a choice to breed, animals are just doing it by instinct because no one offers them "birth control" or can teach animals to think it out, "hey, kitty before you mate ask yourself, can you feed that litter of kittens, raise them, get them health care and, find homes for them?" gads.

If you feel for the animals at the shelter, how do you feel about licensing dogs & cats? If you want to include people in this thread let's talk about licensing parents before they can have kids as well. LOL

Im ALL for it!! Accomplishes several things. First, it forces responsibility back to the owners, and fines those who do NOT comply. Second, it adds to the funding for more personnel and upkeep at the shelter and/or Environmental Enforcement. Third, it provides a level of assurance that those animals ARE rabies-shot and have had some level of regular maintenance done for them.

Now THATS a good idea! Lets adopt China's parenting policy: Must show income meets approved levels
