Per the link below, City computer and communication systems went down due to a router failure.
Apparently there are resources to worry about "Storm Water Runoff" in the middle of a major drought, but no resources for an automatic failover backup system at key points in data and voice systems.

I would speculate that some bean-counter somewhere didn't want to carry the additional cost of a redundant system.

Maybe the city will learn that you sometimes need to spend a few more dollars to get equipment that will have access to quicker warranty or service work. You can purchase equipment that has 4 hr turn around on parts or replacement.
